Insert smarty snipptes (templates)

While building site templates there is no help what smarty plugins are available and how their syntax is. Currrently you just have to know (from the documentation). That is unsatisfying.
We suggest a link (Insert Smarty Plugin) that launches a popup as simple as e.g. structure templates to insert into the template.
I am slightly undecided if it meanful to build a static list or read by folder/file within the smarty plugin folder. The second solution needs some place to edit description for the plugin, since this implies user added smarty plugins.

As til now there are no third commits to the smarty plugins folder, we list all core smarty plugins staticly.
