Visual selection of available smarty plugins within template building

Right now we must look into the file system to see what plugins are available within template building. To get to know the parameter options we also have to open one file and know how to read the code.
We should provide a more sophisticated way directly within the template add/edit view to see what plugins are available plus the individual options we have on every single plugin.
